barrier islandsHenk Ovink, principal of Rebuild by Design, detailed several proposals to assist in mediating flooding when future hurricanes hit the Jersey Shore. One of which detailed creating man-made barrier islands off the coast of NJ.  It is proposed to have 3 barriers, one off the coast of Long Beach Island, one of the coast of Monmouth county and one outside the inland bay area or the mouth of the Raritan bay.

Final designs for the Rebuild by Design project are due in by the end of March 2014, and Rebuild By Design will look to make as many as seem viable a reality.

      I don’t know if its stalled or just went away. They weren’t going to force it and if they didn’t get full cooperation from the town they weren’t going to build the proposed sea walls.

    Is Sandy Hook considered a barrier island?

    I don’t know the status of the ACE wall project but It seems that the ACE was not provided all the facts. The ACE was not fully aware of how much of the 8,000 ft. waterfront line of Highlands was private property, This fact will obviously increase the cost benefit ratio once their Real Estate Dept. gets involved and defines the costs for compensation to those property owners that would be impacted by the plan’s enforcement of eminent domain.

    But until Highlands actually has a working pump infrastructure in place it doesn’t matter what other methods are being discussed. Highlands will be in good shape with a pump system that actually works along with compliance to the elevation heights that are now mandated by FEMA’s floodplain codes.

      Sandy Hook is considered a barrier island, and really saved Highlands from being Union Beach or a Mantoloking where blocks of houses were washed away. The proposed would be in addition to Sandy Hook.

      I don’t think it matters about the private property. In other parts of the shore, Gov. Christie directed the state to take legal action against holdouts whose refusal to sign easements giving the government permission to carry out needed the beach protection projects. For example, Mantoloking is filing legal action against its holdout property owners who are refusing to sign easements giving the U.S. Army Corps of Engineers permission to use parts of their land to build dunes and widen beaches.

      IMO the current sea walls on Marine Place need to be and should be replaced. But sea walls alone are not the silver bullet. We do need working pumps, we need to mitigate the water coming down from Monmouth Hills, and the days where little bungalows sat on slabs are probably gone.

      yep … and the current sea walls on Marine Place were an ACE project … and the maintenance of them falls on the town which is yet another issue taxpayers are responsible for. It will be interesting to see what Mantoloking’s cost benefit ratios are and how those lawsuits pan out for all parties involved. I wonder what riparian rights are involved for Mantoloking beach replenishments vs. the waterfront ownership and landscape here in Highlands? It might be comparing apples to oranges, or apples to apples? I would think that those answers will be needed to positively move forward.

    I hope they are just tweaking and coming back at least that was my impression. I think with rising seas, protection is needed even with homes elevated. Seas will only keep rising and how high can you go? I love seeing and being on water but safety should come first in my opinion. If Army Corp was given opportunity years ago we may not be in position we find ourselves in today.

      Bottom line is it all comes down to the cost benefit ratio making the decision for ACE and all the federal/state agencies to move forward with any plan. Maybe our town officials can shed light on that status?

      Hope this area gets chosen for this type of project. Since they have Sandy Hook to work with already it would certainly make sense. Rebuild by Design really does have good ideas.

    I’m not sure how these barrier islands are supposed to work. Wouldn’t the water just rush around them and flood us anyway?
