August 8, 2012 @ 7:30 pm in the Council Chambers located in 171 Bay Ave Highlands, NJ, the borough of Highlands shall conduct a hearing (which is open to the public) to revoke the mercantile license of RA Multimedia Corp. d/b/a Captain’s Cove Marina located on Washington Avenue.
Captain’s Cove Marina was damaged during Hurricane Irene in August 2011. The tiebacks gave way when the tide went out and pulled the bulkhead away from the street and into the marina.
In June 2012 the borough of Highlands granted a mercantile license that specified repairs to the damaged bulkhead must be commenced within 45 days of the execution. The 45 day period expired June 28, 2012 and no repairs were completed.
Revoking the license of marina owner will force him to either a) fix the marina or b) restrict his ability to collect money on docking fees and require the existing boats to move to another marina.
What remains to be seen is what happens after the revocation is enforced. Will the town end up owning the marina? Will the owner actually step up and do the right thing by fixing the marina.
UPDATE: Aug 9 2012 – work has started on Captains Cove – See picture to right, no word on how long it will take.
UPDATE 8/13 – Lots of debris and dirt, but still a big hole. According to the town, Captains Cove must complete the repairs within 41 days of the Aug, 8th meeting (Sunday, September 23, 2012) and completion needs to be within 41 after that. So the whole project must be complete by Saturday, November 3, 2012. Road repairs will commense after the completion, and estimations on that are 2 weeks.
